I don't agree with the decision to make vendor weapons and or better than vault gear, Luke smith stated that it was a mistake that they won't repeat with HoW.
Also CE is harder in levels. Even in mechanically the Vault is harder, normal CE is 4 levels harder than VoG. You can't do CE normal as a 26, and a team of 30s can't do CE hard.

1-2 people can do all of CE. It's easier regardless of mathematical level.
