Well you see the problem with the whole entire idea is that you should not even be able to make an early game raid be just as useful and give you equivalent rewards as a future. Doing this not only defeats the point of game progression but also defeats the point of the benefits of new content.
For instance at the beginning of a game you go through the first dungeon that's level 10 and you get a level 10 sword (like the fatebringer) and the only point that the weapon serves you is to beat the boss of that dungeon and to help you to the next one. When you become level 50 why should you be using the first sword you got? You shouldn't, you should be using the new weapons you get from the new dungeons/raid Because if they upgrade them, what would would be the point of using new weapons if they aren't stronger.
This is why they won't do it, because in leveling up, MMO style like games you can't keep buffing raid rewards. The previous weapons should be deemed useless in the next dlc because that's how progression works. In a few more raids from now everyone will be using weapons and gear that are way stronger than the first raid and no one should be able to use first raid/dungeon gear to carry them through late game raids/dungeons.
You just cannot do that, it defeates the game as a whole.
