Why are Forerunner weapons in Halo 4 on par with UNSC and Covenant weapons? Shouldn't Promethean guns be leaps snd bounds ahead of anything a Tier 2 civilization could create?

Gameplay =/= canon for balancing purposes, is the best explanation really. Whenever you see the Prometheans in cutscenes (such as their assault on the Infinity in Spartan Ops), Marines are felled by a single shot by Promethean weaponry.

I thought that would be the answer. I just wish there was a canonical reason behind it
