Eidolon Ally

To keep or not to keep? I'm so so about the high ROF with low impact. Stability perks are mediocre. Haven't fully upgraded it though, but am thinking of just dismantling it. Worth to keep and upgrade? Also, are the eidolon ally perks the same or are they RNG based like other legendary weapon drops?
