Why aren't Starfire Protocol and The Armamentarium affected by shaders?

I like to be able to customize my gear, so it bugs me a little that certain Exotic armor; especially chest armor, cannot be re-colored by armor shaders. I suppose it makes sense with the more intricate ornate pieces like the Crest of Alpha Lupi or Light Beyond Nemesis... but why can't we change the colors of the more plain Exotic armor? Specifically, [b]Starfire Protocol[/b] for the Warlocks, and [b]The Armamentarium[/b] for the Titans. You can actually see a Titan in the ending cutscene (at the end of "The Black Garden" story mission) who is wearing an orange version of [b]The Armamentarium[/b], like he has the [i]Achilles[/i] shader equipped. Bungie has slipped in minor aesthetic changes in patches before; like changing weapon sound effects and such. How hard would this be to implement, to have shaders apply to Exotic chest armor?
