Being a 25 doesn't mean you suck. Levelling your first character takes awhile. And even your alts take awhile, esp if you don't have a group of high levels to speed run you. And the only really viable option anymore is to go straight for the 31 vanguard gear, which is slow given you only get so many vanguard marks and bounties available each week.
