WiFi causes problems for a lot of online games. I guess Bungie's net code is just a bit more sensitive to packet loss. I'm sure they realize it to some extent but don't want to tell people they need to spend more money in order to play PvP if they currently use WiFi.
I'm not saying that Home Plugs or and Ethernet cord will solve your issue. It could be a problem in your neighborhood. Your ISP could have an issue locally, but in general most customers don't notice an issue so they do nothing to fix it. If you are on a WiFi hotspot/cell phone or using satellite internet, I guarantee you problems will persist.
The internet has many interconnections. If you are routed through a bottlenecked area or have to be diverted around a war torn country to hit the host of your current game, you will have issues. You are most likely causing issues to other people in your lobby as well. Its not your fault. Its just the world we live in. Varying degrees of infrastructure affects everyone when the world is trying to sync up on a peer to peer real time game.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
