It means they're making a small post in a thread that they like.
Every time a thread receives a post, it gets moved to the top of the Forum list. The 'bump post' is to literally bump the thread back to the front page of the Forums so that it can be seen and read by more people.
It's a way to promote a post that you really enjoy.
