I was never one to disclude lower level players for a raid, but a 31 will be MUCH less effective once you get to Crota, at least until people have the new primary weapons leveled up. Countless teams are struggling as it is with all 32's, having a 31 get one shotted and doing significantly less damage would just make it that much more difficult and frustrating.
