So, I picked up a blue hand cannon the other day. Nothing special but had the same Impact as my Devil You Know. I figured I'd do a quick comparison between my three hand cannons:
Blue, 242 Attack, No Upgrades
Devil You Know, 300 Attack, Maxed
The Last Word, 331 Attack, Maxed
Against a level 1 Dreg (you gotta start somewhere, right?!) I got 417 Precision and 139 Normal damage from a single shot from both the Blue and Devil you know. So it's all down to Impact - that extra 58 attack does nothing for you. Worse, the 331 Last Word did less than both (339/113) due to it's lower impact - despite being 89 attack higher than the Blue it still does less damage.
Same thing true for the level 12 ball park enemies as well but can't remember the figures.
So ... what does this mean? Well, as I've long suspected, it's not worth factoring th Attack rating of a weapon in to the decision of which to use unless you're up against high level enemies. Otherwise, Impact is King - in conjunction with Queen Rate of Fire and Prince Magazine Size ... so to speak!
I believe Bungie should replace the Attack rating with a Level for the weapon - 24, 30, 33 for those above - indicating the highest level of enemy a weapon will have "maximum" effectiveness against - and add a new "headline" figure for each weapon of DPS (damage per second) based on Impact and Rate of Fire.
I guess I'm probably not the first to mention this ... and indeed I've commented on similar subjects before, but this is the first time I did a "scientific" test! Thoughts?

Impact determines damage but attack offsets that rating against a target's defensive score. In other words, the higher your attack rating, the more likely you are to deal your maximum potential impact against better armoured enemies.
