Depends on in what way you're speaking. Most first world countries EXCEPT the US have laws on the books limiting free speech and free expression. In some European countries it is literally illegal to insult another group. I'm not saying in any way that America is currently living up to the ideals of a free society, just that a Draft would go against those ideals.
