The procedure to reload an empty magazine for a bolt-action rifle is as follows:
Fire the final round.
Pull the bolt back to eject the casing.
Reload the magazine.
Push the bolt forward to load the first round of the new magazine.
Whereas in Destiny:
Fire the final round.
Cycle the bolt.
Reload the magazine.
Cycle the bolt.
It technically works, but adds more time to the process; a real shooter would reload with a single cycle.
Also the first two words of my NLB fix are "More ammo". Basically what makes it and UR entirely impractical for PvE, even screwing around in patrols or very-low-level missions.
