Honestly it makes no difference if it was there or not even if it were dlc not on the disk you'd still have to pay, people gaming is an industry and money is what makes it go round i can assure you there not the only game producers that have pre-made content and just locked it till they were ready to release it, hell for all we know the maps are done but they can switch up so many thing with the rest of the content the enemies, weapons, and the whole balance of the game.
