Ever join a Crucible match or any matchmade occurrence that you would like to chat with your team mates, to strategize, work together or even just chat and have a laugh since we are all humans behind our controllers?
Well, you can't. Sure - you can press the join fireteam button from the nav but that isn't going to prompt your teammates to do so, and there's no realistic way to request they do so.
And, yeah, there's a notification that you joined - however the chance of them seeing that is incredibly low.
When this feature was first released I was excited for it, I bought up the nav and entered the team chat. No one was there. No one came. No one ever comes, really, and they probably aren't aware there's the option or that there's a reason to do so.
The problem is that the team voice chat feature is pretty much invisible. Yeah, you wanted it opt-in and you can have it that way. But when you are loading the Crucible match or the other matchmade event, just ask the player "Do you want to use Team Voice Chat?" and have it go away and opt-out when loaded so they don't even have to do anything else if they don't want to use it.
The point is, make your feature known, tempt people to use it. Don't shove it in their face, but also don't hide it. In matchmade events / Crucible you could have a "4/6" with a voice icon out of the way but noticeable for how many people are using the team chat, and have a +1 pop up briefly and unobtrusively when someone else joins.
That's my suggestion for fixing this. What's yours? Not everyone wants to use it, and that's fine, but right now the people who may use it never get to.

People know how to do it. Just choose not too. A lot of people don't like to talk to strangers. I love talking to strangers so I wish more people used their mics. But who cares. Just play the damn game
