Some people seem to misunderstand the point OP is trying to make. The fact you have a 331 fate bringer won't make the word of crota obsolete, the fact you have a 331 corrective measure won't make song of ir yut obsolete. The point is that weapons don't have be better per say, but weapon variety is always a positive. I would like a lvl 331 praedyths revenge even tough I have a lvl 331 black hammer. In certain situations I want a sniper rifle that has low recoil, high ammo capacity and fast rof. Black hammer is NOT that weapon, praedyths revenge is though.
While fate bringer would be better for groups, word of crota could be better for single targets. While fate bringer is better for fallen strikes and arc burn, word of crota would be better for vex strikes and void burn. It's all about variation, not about better or worse.
As for how to implement these changes, it's not hard really, i'm sure someone has posted this before but, give us a token every time we complete the new raids, with which we can upgrade previous raid weapons. That way, by completing crota's end on hard, we get a token to upgrade one legendary weapon from the VOG tot lvl 331. Same goes for when house of wolves comes out. Completing the hard raid will allow us to upgrade one weapon that we got from crota's end.
The same could go for armor. You get a token which resets all your progress but bumps it up to new levels and will require new update materials. To upgrade VOG gear you'd then need to use radiant materials and so forth...
