I actually find no reason for them to make VoG more useful than it already is (which isn't to useful for lv 31 trying to get to level 32) however VoG is extremely useful to new players. Let's face it the first raids weapons were good, too good actually, atheons epilogue, vex, vision, fatebringer (blackhammer though is really good). There wouldn't be too much incentive to use any other weapon besides those ones honestly, maybe other raid weapons for doing other raids but that's it. See weapons need to be outdated because you don't want day 1 weapons to be as Strong as weapons in future dlc, no there must be a progression of power, especially so that people who start playing destiny can feel the progression as well.
