He looks like he's the one running the show since he's at the head if table. Kabr -> Despite not being able to kill Aetheon and/or leave the vault of glass (I blame the fire team), he lost his ghost and fire team, punched a gorgon to death, and made armor and the Aegis with it's corpse.
