I really don't see why not. The only reason they wouldn't want to that I can think of is because they don't want non dlc buyers to have that damage boost. Stupid reason but I guess I can understand why.

Non dlc buyers can still get guns at 331 from the vendors though.

That's true. So even that argument doesn't work. So really there isn't any reason we can't have upgraded raid weapons!

The only reason is so that we buy the DLC in order to get the newest raid gear. If the older raid gear can be upgraded or dropped at 32 n 331, then not so many player would buy the DLC. Just as simple as that.

Yeah I understand the armor side of things, but why not upgrade weapons since non dlc holders can get upgraded weapons from other vendors. I get they wouldn't want to upgrade raid gear, but still.

Now that you mentioned it that way, I don't see any reason for them not to go on with the weapon upgrade
