I think the best way to do this would be to raise the VoG level cap, and award new, 331atk VoG weapons and lv 32 armour as drops. We shouldn't be forced to play an inferior raid (ce) just to get gear.

Yeah they should keep every raid in the future on par with each other with new content to each raid added every few months.

I just ran VoG hard mode with all 31-32 group a few hours after running CE with all same players except one, and VoG hard was a lot more difficult. So many more wipes!
