There is a simple fix to this. Bring back the level 29 armor and 300 attack weapons in the Tower. Make it so that anyone can buy them just as before. Use that gear to help you and your friends beat the Vault of Glass. Keep beating the Vault of Glass until you get the armor you need to reach level 30. Reach Level 30.
Once you have gained a level of 30 you can now purchase the level 31 armor and 331 weapons from the Tower. You can also do the DLC Roc Strike Playlist to earn guaranteed legendary gear after each strike that is at a level of 31 light and 331 attack. Use this gear to help you and your friends beat Crota's End. Do this until you gain the gear needed to reach 32. Once you've reached 32 we do it all over again with the new DLC. This is how the level cap should work.
Old gear should become useless once you reach higher levels of difficulty and gear. Fatebringer is a good hand cannon, but it won't do squat for you in the House of Wolves and I like it that way. That means new gear to try out, stuff that can outdo that Fatebringer. I will still keep Praedyth's Revenge and Found Verdict as they are the best Sniper and Shotgun in Crucible.
This makes it so that the older raids are no longer useless. So that people still have need to complete them in order to reach those higher levels. So that they cannot skip levels and raids by simply purchasing some gear at the Tower.
