How is adding more options stagnating? If Bungie's loot designers do a good job it will create more diversity, rather than making everyone with the level cap wear the same gear every time a dlc comes out

The diversity in content you want is if they released 2 or 3 raids at once, not just keeping people running the same tored content for even longer. The armor might would be different (since there'd be VoG and CE armor being worn) but let's face it, everyone already prefers 300atk VoG weapons because they are better itemized. If you make them 331, and even higher when new content comes, no one would use CE primaries. As it stands, the only weapon diversity you'd have is secondaries and heavies. And even then, not really. You'd use Black Hammer if not Ice Breaker, and GHorn if not HoC or Corrective Measure. That's it.

Slightly. It also lies in the quality of the original loot, it was too well done. In order for new loot to be viable, you have to basically just constantly one-up the previous tier. Example: Gjallarhorn. The sheer damage it does compared to EVERY other heavy is silly. It shouldn't have been introduced in Tier 1 of exotics, it should have been brought in after 2 or 3 expansions. In order to make something more effective, you'd have to make a new launcher that is even more beastly (which is really hard) or let it die off and become obsolete due to how low its ATTACK stat is compared to others (which takes 2 whole tiers to do).
