Actually...all these suggestions are fine and good. But...
Why do we need a new level cap for each DLC? The Dark Below could have easily just been new content, why 2 more levels? Players need to be READY to give up their gear. Because level cap gets hit so quickly, players haven't yet enjoyed all the new weapons yet.
The problem is that they don't need to include a new lvl cap with every DLC. Players then don't have to worry with every "content" update that their gear is immediately dumb. The gear and the process to upgrade them gets devalued SUPREMELY fast. You finally get the right gear through the RNG system and the new dlc with new level cap hits tmrw..why would a player even bother upgrading it? In fact, it makes more sense to get one exotic you like, and only level that gun up...what's the point of having more than one if every 2-3 months it is obsolete whether you upgraded them or not?
Destiny requires more investment per wpn and armor than other mmos, therefore they should be obsolete less often than other mmos.

Decent point. But if there was no level progression with each DLC release, what would motivate players to purchase/play the new DLC? There would be no goal to achieve.

Fun? Exploration? Story? Not like there couldn't be new weapons and armor to earn/find. You know what I mean?

I hear ya. But I do believe that upping the level cap with each DLC keeps play time up. That is what Bungie is trying to do; motivate players to play the game as much as possible.
