He's does realize that the raid gear will always be better no matter what right. Raid gear gives you extra ammo capacity to all primary, secondary or heavy weapons equipped unlike vender gear which only give it to specific ones. They also have better stats that would crush you in the iron banner. And old raid gear makes it easier the complete the next raid anyway

My chest pc only gives ammo towards scout and sniper...

Gives extra ammo to specific primary and special weapons. My chest has pulse rifle and shot gun. Boots however do increase all heavy ammo.
