Perhaps as the game goes forward, they will add higher level difficulties for each raid when an expansion comes out. The guns and armor given would be specific to the difficulty; easy VoG giving what we have currently, and level 32 VoG difficulty giving armor and guns that equate to what we get in Crota's end.
Assuming the light level is raised to 34 for HoW, add a level 34 difficulty for VoG and CE, where the loots stats are equal to the new loot in the new raid.
I really think this solves the issue we have with raids becoming obsolete and having only the latest one to grind. This also lets players with similar amounts of playtime (and level) to have the opportunity to look and play differently, instead of everyone having the same new gear on.
