Germany. They had their country rebuilt for them, their economy stabilized, and they had help rebuilding anything that was lost.

Well, Switzerland won. They were in the thick of it and they went unscathed by both the USSR and Germany. In terms of traditional victory, I would have to say that the USSR and USA emerged as the victors. They gained the most.

Wars are never won, they are merely survived. Either way human life is inevitably lost on both sides, sacrificed for the sake of human beings in power that couldn't reach a peaceful agreement with words, so instead they've turned to violence. But that's a different topic. To answer your question, a single country didn't win, one faction won against another, and that's what matters. To debate about which country did the most is foolish as long as victory was achieved for the greater good. And the greater good in this case, was defeating an army of genocidal nutjobs along with those who were their allies. I think a better way to have phrased your question would've been something along the lines of, "Which country was the strongest survivor?"
