To me it should be very simple All exotic guns = 311 cap All legendary guns = 300 cap Blues/green/white = who care these are just glimmer anyway

I agree with this. Exotics are supposed to be better and more unique than legendaries. Yet there's some legendaries way better than some exotics. At least different damage caps would make exotics a bit more valuable
