After following all guides I could find online to find all the ghosts I have a total of 69 ghosts found without any missing from any of the locations any of the guides said to go to. Confirmed all of them through multiple sites guides. Anyone that has more than that got them by glitching out to locked off areas and picking them up there despite saying they didn't. I've done my homework, you can't fool us for those of you with 70+ saying you didn't glitch anywhere.
For those with only 68, some of you might be hosed as there's a known issue with the ghost in the dark room of the OWT station where it should be on top of the monitor but isn't. Alternatively, the one under the stairs at bunker RAS-2 also isn't there at all for some people thus preventing completion of this.
EDIT: based on which one is or isn't there for some people it seems it will give them 68 only which most guides include only one or the other towards the original 62. On xbox the one in OWT was not present for me but on the PS4, both were present.

The one in Ras-2 under the stairs has been fixed with the dlc, it finally showed up for me when I did the mission for the first time.

Nice. Good to know about that one. Unfortunately the one in the OWT station is a no-show for many still with no foreseeable fix in the near future.
