I bought dragons breath, and don't even have the ghallaranorahorna, and I'd still say it's better than dragons breath

Dragons breath is very situational. It will be great to bottle neck places or prevent enemies from coming through, or even doing continuous damage to stationary enemies. Most enemies will move out of or avoid the solar flare making it not very useful. I can see it being very good for PvP, and control especially, but PvE...not as much.
