The cosmetics though! Also, does the heavy ammo perk stack with my raid boots perk?

To the best of my knowledge, perks don't stack in this game. I already know that if you have your Sunsinger Warlock set up to have 2 grenades, equipping Starfire Protocol does give you another fusion grenade on top of that, the max you can have is 2 grenades.
