I don't think his intention was for players to not have to grind at all. He just wants there to be more content to grind through, more reasons to grind (the whole customization on armor and weapons, more options for purchases etc) . Most of his ideas aren't for everything to be obtainable without a challenge, I think if you reread it you would see that, I can see how you would think it though, parts of it looked like what you were saying but the message as a whole wasn't like that.
