I've had my Black Hammer maxed since the first week Crota's End was released.
It should not even be considered for a nerf because it has absolutely no advantage in PVP unless you're a headshot maniac. It's an extremely (can't emphasize this enough) situational gun because it's only effective on bullet-sponge bosses like Phogoth, Atheon, Sepiks, and the Devil Walker.

I'm not saying it's a bad gun. It's currently the best sniper in the game (followed close by Ice Breaker). Are you denying it's a situational gun? If so, you're clueless, dude.

OP is clueless, everything you've said is absolutely true, don't worry. I don't hear strike bosses and mini-bosses cry about how the BH is overpowered and should be nerfed hehe
