You can detect what end the loss of connection was, just not the why unless you're physically looking at the modem or server.

A whole lot of wasted keystrokes. OP maybe should get a ban for keystroke spamming the Internets. There's only so much bandwidth dammit. Posts like these bottleneck the system, and this is probably why my game randomly disconnected the other day while I was fighting CROTA!!

What kind of reasonable Person would not understand that the Probability-Argument was only there for people claiming: "It`s not my fault when my cat/mommy dc`s the connection exact at the moment when Crota goes down" Now tell me again how your network stats will show which person on the client side did the DC...

Probability isn't proof. So say you go with "probability", and you ban a few users who just had remarkably untimely disconnects. Was it worth it to you to drop a hammer on exploiting users, even if a few innocents have a hammer drop on them too? Hell, PSN was down for 4 days during the holidays. Just consider that "time served" for all. BOOM.
