It's hard. Different genres are hard to compare.
Strategy? Star Craft 2, without doubt.
Racing? I'd say Horizon 2.
Shooting? Battlefront II or Borderlands 2.
RPG? KotOR II.
Sandbox? Minecraft or Rollercoaster Tycoon 2 (read: intro to economics and business management)

I see ya on most of these, but there are many better racing games than FH2.

I mean, we're talking all time here,so you should consider games such as Whiplash, Daytona USA, and Road Rash. I'm not saying that FH2 isn't a great game, I'm just saying that it would be hard to believe it is the best of all time.

I prefer simulator-like over arcades most of the time in racing games (though flying through Italian grape vines in a LaFerrari at 175 mph is totally realistic). I haven't been able to play one that was as entertaining. Only one I liked about as much was Forza 4.

Ok, everyone has their opinion. I wasn't bashing you, and I'm sure horizon 2 is a great game.
