A lot of people believe an arbiter was in the cutscene for noble 6's death. Can you confirm or give any more info on this?

There was not. A lot of people thought it was Thel because he is left handed, and the Elite in the final shot is left handed.

It was a different Arbiter than the one in Halo 2 and 3. The Arbiter we know is Thel 'Vadam and he was commanding the covenant forces at the battle of Reach, but was not present at the Death of Noble 6
