Hand cannons and snipers are both high skill, high aim weapons. The best advice I could give with those weapons is don't move when you shoot, and aim for the head. If you want gear for those weapons, there is gear in the tower that will give you extra ammo or reload speed for those weapons. For PvP you want a hand cannon with a high fire rate/ stability. PvE you want anything with high impact. Hope this helps.
