Level means nothing in Crucible. Iron Banner yes, but not Crucible.
And I've gotten weapons out of Engrams that were better for Crucible than Raid Weapons. Like a Shotgun with Final Round (last round does bonus damage) and kills would refund a round directly to the mag. Seriously a beastly shotgun that I'm reluctant to shard just because of those abilities.

Exactly. It's really embarrassing to be getting shredded by this one weapon that you don't recognize so you inspect the guy using it only to realize that that it's just a blue. A blue with a great ability, but still a blue.
