It can't be small damage like 2 Maxed VoC is what my raid team found to be the minimum to get his shields down without regen

I had the lowest damage weapon with maxed VoC, 2 maxed 2.0 gjallahorn, maxed 2.0 thunderlord. Weapons weren't the issue.

Funny how your VoC isn't maxed so I bet you were lying about the Ghorn and thunderlords too lol
