I'm just gonna put it simply, you can't ban someone for quitting a game or losing connection, simply because there's no way of knowing if was done on purpose, u will simply ban a ton of people with bad connections. Also to be honest none of the raid "glitches" are actually glitches in my mind, if you think about it they are the same code as the code that makes your sparrow fly or your gun shoot, it's all game content and there's no hacking or tweaking of the game involved, the only reason they are considered to be glitches is because Bungie doesn't like them, it's no ones fault that they didn't check their code properly.
