anyone know how to get that public event on earth... any specific mission or strike or patrol on the earth?

If you camp at skywatch, he'll spawn during the event and individually

He spawns during the defend the warsat in skywatch

I don't think I've ever seen him at defend the Warsat event except maybe appearing with like 30 sec left. Only during unannounced hive/fallen "enemies moving against each other" fight on sky watch. Gave up for a month on it then murmur/secret handshake + thunderlord. Tried galhorning, not the way to go...
