There is no modification or disruption to the network. If your application of these rules were to apply, anyone who's console has disconnected from their network should be banned. Logic doesn't hold, as many people have the occasional router problem and disconnect. You've taken it out of context, cheesing crota only requires the host to disconnect his console from his home network, there is no disruption or modification to the PSN. But I highly doubt you care if people get banned, I think the point of your post is to highlight your anger for those who cheese Crota, in that case, it is fully justified.
