There definitely needs to be something in place but I don't think that it's a ban like Bungie did in the past.
I say that if you quit enough matches in a certain timeframe(let's say 10 in one month), you get put into a "probation league" of the undesirable players who like to cheat, quit and glitch. In this league if you repeat offenses 2 times you get a 2 day suspension and restart the leagues sentence. To get out of this league you have to play triple the matches you had offenses in ( I.e you quit 10 matches you have to play 30 probationary matches withou having offenses to get out of the league)
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
