I have noticed that after the most recent hotfix 1.1.0.2, My Scout Rifle(A.1F19X_RYL) was doing nearly one third of the damage that it was before the hotfix. Previously, I was scoring 1068 damage on Dregs and other lower class enemies. Now I am doing a scrawny 414 damage. I tested this with my other scout rifles(Including the "ANOTHER NITC") and they are also doing far less damage. I also noticed that, while inspecting Scout Rifles, it is saying they hold one more bullet in the magazine than they actually hold in game.
