An alternative approach - if Bungie want to keep the Armour = Light = Level mechanic - would be to offer perk "upgrade" packages: items you buy (maybe from Xur if the Vanguard folks would be too mainstream!) that will change the ammo perk of your lovely 36 Light chest armour to the weapon you actually use, rather than being stuck with whatever it dropped as. Similar items to change reload speed perks, grenade/super cool down perks, etc would allow you to customise your armour to whatever you wanted: funds allowing. Maybe even a super expensive / super rare Light Multiplier upgrade? I'd like to see the same for weapons as well - let me buy a Field Scout perk upgrade to replace Hand Loaded or something else I never use on my beloved Scout Rifle for 10 strange coins or something.

this article only discusses the cons of this method. i won't disagree they are valid points, but there are other problems that come in when you separate character level and gear. wow has the same post dlc levelling issues. new characters with the latest dlc level to 60 in almost no time compared to the amount of time it took in vanilla wow. if you spent weeks getting to 60 in the beginning you would feel cheated if someone could do it in days now. there are also issue in balancing the difference between high and low level players. if its taken you weeks to hit level 60 and you are being slaughtered by a level 2 in the crucible it will seem pointless. under the current system you get to level 20 pretty quick and nerfing the last 10 light levels is not that big a deal.
