Ok, so I did a little searching around.
That particular eagle is certainly German, but is specifically associated with the Marshall Islands. The Marshall Islands were sold to Germany, but relinquished by Germany at the end of World War I. I'm excited about this new connection, especially the Marshall Islands part.
The city on the map that SonicJohn and others were piecing together is, as we understand it, Puerto Princesa in the Philippines. The Marshall Islands are on the other side of the Philippines from Puerto Princesa, to the far east in what's called "Micronesia." this is mainly just coincidence, but we are in general southeast Asia.
Long story short, the Marshall Islands might be relevant, or that variation of the German eagle was chosen for its artistic appeal.
