I would argue that you shouldn't underestimate the creative power of this industry.
But I don't think that this is something that was set in stone from the start. I'm thinking that the guys working on Marathon stumbled upon this concept when writing for Durandal's character. During Halo, they may have gone with it because they needed something to help guide character development.
Essentially, I don't think that this was a highly organized conspiracy from the start, let alone from Halo development. Besides, it would be silly to turn something into your franchise Bible for the sake of novelty. But I do have faith that this formula (specifically, the Charlemagne part) is flexible enough to be utilized in a new game.
