The solution seems simple.
Exotic ammo synthesis and drops
So the Ammo becomes...
Primary Weapon Ammo
Specialized Weapon Ammo
Heavy Weapon Ammo
Exotic Weapon Ammo
Exotics can still use the 'regular' ammo + upgrade perks
...but exotic weapons loaded with Exotic Weapon Ammo becomes a damage multiplier.
This way you can 'nerf' the exotics in PvP by excluding the exotic ammo drops (or in say... Iron Banner you CAN drop Exotic Ammo)
Normal Raids have higher exotic ammo drops
Hard Raids have less exotic ammo drops
Impossible have zero exotic ammo drops
I think Bungie missed out on an opportunity to fine tune the game/weapons/exotics without constantly fiddling with the weapons themselves, which gamers become possessive over once working so hard for them.
Also a great way for players to get rid of materials/marks/shards... spend it on exotic ammo.
Perhaps Xür can sell Arc Solar and Void enhanced Exotic Ammo?
