A true 30 has multiple sets of gear he can change out based on the situation. Typically at least one full set of raid gear, though more likely multiple sets with high rolls of discipline, strength or intellect. They also have the boots and gloves from iron banner.
Their weapon collection is top notch, with multiple sets of 300 for all four elements that they know when and where the right tool will work.
Discrimination between PvP and pve does not occur to them but only for what gear they will be using to best tackle the challenge.

My idea of a 30 is someone similar to me. A top raid player, who is good in any situation and can assist in any situation. A true level 30 doesnt have to have multiple sets of gear or even the best of the best weapons. You just have to know what ur doing. U cant be a player that got to level 30 in just a week of playing because ur friends helped you. U had to have made it by earning that title. If a level 28 or 29 can out do you then you cannot be a true level 30. Its all based upon your skill, not upon ur luck. That being said i have all three of my characters to level 30 and i didnt get iron banner past rank 3, i raid every week, i complete bounties, and above all else i help people
