Overpenetration Perk: How Does t Work?

Does this perk allow you to shoot through walls or only enemies? The unique perk on hard light has both overpenetration and ricochet. Is it a good perk?

St. 14's Wild Ride

From personal experience, snipers can pierce walls. (The kills are reals) However, everything short of a sniper just pierces enemies.
