but make it a bit more complicated than one button press. This would stop kids from abusing this and "downvoting" everyone who opposes them.
but, for the players who deserve recognition for their actions. this would be a good way to get them noticed.
EX: You're at the tower looking for a member for a raid, you see two level 30's. you notice one has a low player rating, and you assume that he is "one of those." However, the other level 30, you notice has a very high player rating. This isn't about skill or abilities, but rather how you play the game. Helpful, kind, courteous etc. Tweak it however the community sees fit, but i think destiny NEEDS an option like this. make it visible next to their emblem or something. Thoughts?

I think this'd be useful, if for no other reason than current feedback mechanisms are ineffective. Example, I ran an Omnigul strike today with this player, KSI Legion JR. I finished with 171 kills, another guy with 151, he with 27. Why so low? Because he spent the whole time in his sparrow, trying to run over his teammates. He succeeded in killing us 7 times by my count. Its bad enough to not contribute, but having to two man the strike AND protect ourselves from our teammate. My favorite part was when his sparrow was destroyed, and he walked back so he could summon a new one and start over. Avoiding all of KSI from now on.
