I was stuck at lvl 24 for ages. Keep doing vanguard tiger strikes and bountys then get to vanguard rank 2 and buy your way to higher levels- its what I did- also get strange coins dont spend them until 13 then buy a piece of exotic Armor from xur on Friday/Saturday
